This is a vocational-level position responsible for a variety of emergency management related duties within a designated area of responsibility. This may include assisting with exercises; operating and monitoring a variety of emergency communication equipment (e.g., computers, radios, National Warning and Alert System phones, Emergency Alert, multi-line phones, etc.); and contacting multiple state and local emergency managers to gather and provide emergency incident or disaster information. While there are procedures in place that help guide the actions of employees at this level, judgment is required to determine the appropriate communication methods, and priority of situations/incidents.

Responsibilities - What you’ll do

What you’ll do:

  • Plans, evaluates, operates and maintains a variety of complex communications systems such as Public Service Radio networks (MOSWIN), Satellite communications systems and dedicated telephone warning systems such as the National Warning System (NAWAS).
  • Operates and maintains two communications systems that support the two Nuclear Power Plants. These systems are completely different for each plant. Monitors the following systems: MOSWIN (State wide communications system), NAWAS (State and Federal), Callaway BURS (Backup radio system), Cooper Fax/Phone, Amber Alert, NWS Chat, Satellite phone system. SEMA has the ability to monitor and interact across the entire MOSWIN system.
  • Provide technical support to statewide users of the WebEOC program which includes administration access to the system to correct issues that local emergency personnel in the cities and counties have with the system. These positions are fifty percent of the statewide support of this program. This program is provided to all 114 counties and cities in the state; it is the main tool in responding to any disaster in the state.
  • Required to exercise independent judgement and initiative when evaluating potential threats and hazards to the citizens of Missouri.
  • NAWAS alternate warning point for the state - conduct bi-weekly test as required by FEMA to ensure systems are operational. Main point of contact for NAWAS: analyzes requests for new or relocating NAWAS circuits, NAWAS contact for trouble shooting, and Analyze and interpret messages received via system and disseminates as appropriate.
  • Coordinates the flow of information during emergency/disaster situations: in direct contact with local officials regarding emergency management matters during these events. Reviews and compiles correspondence and information for situational awareness reports following emergency and/or disaster events in the state of Missouri.
  • Provide assistance in the operation and maintenance of the SEMA display system.
  • Prepares and /or reviews technical reports, correspondence and emergency management related materials.
  • Contacts and advise local officials regarding emergency management matters; assists in the preparation of forms; explains federal and state requirements and procedures.
  • Emergency Management Conference Coordination: responsible for conference budgeting; coordinates exhibits, sponsors and vendors; Maintains conference website; creates promotional materials for the conference; responsible for coordinating venues along with all breakouts and speakers at the conference.
  • Provide monitoring of the agency video security system and badging system, this system allows access to only approved personnel.
  • Manages local emergency management director database and assignment letters.
  • Managers local emergency operations plan acknowledgement letters.

Typical Qualifications :

  • Graduate from an accredited high school or possession of a high school equivalence certificate.
  • 1-2 years of relevant experience. (Substitutions may be allowed.)

Knowledge, Skills and Abilities:

  • Knowledge of the phases of emergency management and their relevance to public safety. Knowledge of the policies, regulations, guides, and precedents pertinent to the assigned emergency management phase(s).
  • Knowledge of the National Incident Management System (NIMS) and Homeland Security Exercise and Evaluation Program (HSEEP).
  • Skill in managing and resolving conflict in high intensity situations.
  • Ability to gather, correlate, summarize, interpret, and report a variety of technical information and data.
  • Ability to analyze implications, identify trends, and apply conclusions to complex problems. Ability to operate a motor vehicle and maintain a valid vehicle operator’s license.
  • Ability to work nights, weekends, and holidays when required to respond to disaster/emergency situations.

This description may not include all the duties, knowledge, skills, or abilities associated with this position. Normal work hours are Monday - Friday, 8:00 a.m. - 4:30 p.m. However, overtime or unusual working hours are required during an emergency event. Occasional same day or overnight travel is required.
