Job Description

Position Summary: The New York City Public Schools (NYCPS) is the largest school system in the nation, with nearly 1 million students and approximately 75,000+ teachers in over 1,800 schools. The Office of Pupil Transportation (OPT) plans to redesign the way it manages and delivers school transportation services to public, charter, non-public, and early childhood programs and families. The redesign centers around a partnership with Via Mobility, which provides for a modern, state-of-the-art suite of transportation management technologies, including:

  • Real-time bus tracking and student boarding information, implemented through an inexpensive, GPS-enabled tablet running the “Bus Driver App” (a customized version of the Via Driver App), which provides drivers with turn-by-turn navigation and digitally records student boarding and alighting.
  • Real-time, sophisticated notification system connecting all stakeholders (parents/caregivers and students via app and/or text, and NYCPS and school administrators through a dedicated web-based console). The system would provide automated updates on real-time bus location, student boarding and alighting, route changes, vehicle delays, etc. It would also allow NYCPS administrators to initiate notifications and seamlessly communicate with drivers, parents/caregivers, and students.
  • Automated and dynamic vehicle routing, optimized for traffic conditions and last-minute changes to advance and improve the student transportation experience.

The Student Transportation Data Analyst will play a pivotal role in supporting OPT’s Student Transportation Ridership Information and Data Enterprise System (STRIDES) initiative. Reporting to the Associate Director of Data Management, Data and Eligibility, this position bridges data management, community engagement, and operational efficiency. The Student Transportation Data Analyst will analyze transportation-related data systems, develop resources to empower staff and stakeholders, foster collaboration with NYCPS offices and technical partners, and ensure accurate and accessible data to improve transportation services for students, families, and schools. Performs related duties as needed.

Key Relationships: Office of Data Management, Division of Instructional and Information Technology, Research and Policy Support Group, school administrators, parents/caregivers and external vendors.

Responsibilities

Community Coordination and Engagement

  • Serve as a key liaison between OPT, school communities, families, and technical partners to ensure transportation data meets the needs of all stakeholders.
  • Develop and distribute resources (e.g., guides, reports, dashboards) to support staff, administrators, and families in understanding and utilizing transportation data and tools.
  • Coordinate with external stakeholders (e.g., vendors, Via Mobility) and internal teams to align data systems with community needs and operational goals.
  • Field data-related inquiries from parents, school staff, and administrators, providing clear, actionable responses and facilitating process reviews as needed.

Data Organization and Engagement

  • Analyze trends in transportation, student, and vendor data to identify community needs and recommend improvements to senior leadership, ensuring alignment with community priorities and program goals.
  • Coordinate the lifecycle of data management processes, including quality control, report generation, and reconciliation of multiple data sources, to support community-focused decision-making for the Office of Pupil Transportation (OPT).
  • Leverage automated tools and systems to create accessible data visualizations (e.g., dashboards, charts) and reports tailored to diverse community stakeholders, including parents, schools, and local organizations.
  • Develop and implement data management strategies to support community programs, ensuring data quality, accuracy, and accessibility while collaborating with community partners to address their data needs.
  • Maintain and enhance databases related to student records, demographics, and transportation activities, with a focus on supporting equitable access to transportation services for all community members.
  • Support the design and maintenance of data tools for planning and evaluating community transportation programs, such as forecasting models and program impact reports, to promote transparency and community engagement.

Operational Support and Collaboration

  • Provide technical assistance to OPT staff and school administrators on data tracking systems and tools.
  • Partner with supervisors and team members to develop action plans that ensure project goals and timelines are met.
  • Utilize research methods to conduct studies aimed at improving OPT’s administrative and operational efficiency.
  • Monitor performance metrics using technology and ensure data security, accuracy, and compliance with privacy standards.

Qualification Requirements

Minimum

  • A baccalaureate degree from an accredited college and two (2) years of experience in community work or community centered activities in an area related to the duties described above; or
  • High school graduation or equivalent and six (6) years of experience in community work or community centered activities in an area related to the duties as described above; or
  • Education and/or experience which is equivalent to “1” or “2” above. However, all candidates must have at least one (1) year of experience as described in “1” above.

Preferred

  • Experience managing, analyzing, and interpreting large datasets in a community-facing or educational context.
  • Strong problem-solving skills with the ability to break down complex issues and propose data-driven solutions.
  • Proficiency in database tools (e.g., SQL, Access) and statistical software (e.g., Python, R, Stata).
  • Ability to create clear, audience-appropriate data visualizations and reports.
  • Excellent organizational skills with the capacity to manage multiple priorities in a fast-paced environment.
  • Proven ability to collaborate with diverse groups, including school staff, families, and technical partners.
  • Familiarity with public sector operations and/or educational systems.
  • Knowledge of relational databases and data privacy practices.
  • Strong spoken and written communication skills, with experience presenting technical information to non-technical audiences.
  • Ability to work independently and as part of a team, with minimal supervision.
  • Experience handling confidential data or information.
  • Excellent written and verbal communication and presentation skills.
  • Experience working with confidential data or information.

Salary : $82,000 - $85,165

(Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
